Terms of Use & Commercial Dataset License Agreement
Effective Date: October 1, 2026 • Licensor: Keystone Data Services LLC (d/b/a Keystone Legal Data)
1. Agreement Overview & Acceptance
This Terms of Use and Commercial Dataset License Agreement (“Agreement” or “EULA”) is a binding legal agreement between Keystone Data Services LLC, doing business as Keystone Legal Data (“Keystone,” “Licensor,” “we,” or “us”), an Arizona limited liability company headquartered in Yuma, Arizona, and the individual, company, or organization (“Licensee,” “Customer,” or “you”) accessing https://keystonelegaldata.com, downloading evaluation sample slices, or licensing commercial statutory datasets directly from Keystone or via an authorized cloud marketplace (including Databricks Marketplace).
2. Grant of Perpetual Commercial Snapshot License (Commercial Editions)
Subject to Licensee’s payment of the applicable one-time acquisition fee (whether for a Single-Jurisdiction Medallion Snapshot or the Complete 57-Jurisdiction Master Medallion Corpus, via Stripe Checkout, purchase order, wire transfer, or cloud marketplace transaction), Keystone grants Licensee a perpetual, worldwide, non-exclusive, non-transferable, royalty-free commercial license to use the delivered Snapshot Edition archives (including Bronze raw source archives, Silver OASIS Akoma Ntoso 3.0 XML files, Gold Apache Parquet tables, and cryptographic SHA-256 manifests) for the following permitted uses:
- Internal & Cloud Data Platform Deployment: Ingest, store, index, query, and process the datasets across Licensee’s internal servers, virtual private clouds (VPCs), air-gapped environments, and cloud lakehouse platforms (including Databricks Unity Catalog, Delta Sharing, Snowflake, DuckDB, PostgreSQL, and vector databases) with zero recurring royalites or per-query metering.
- Commercial AI, LLM & RAG Applications: Use the datasets to train, fine-tune, ground, embed, and evaluate Large Language Models (LLMs), Retrieval-Augmented Generation (RAG) pipelines, and GraphRAG citation systems, including in commercial software-as-a-service (SaaS) products, enterprise legal/compliance platforms, and client-facing applications.
- Display & Citation in Downstream Products: Retrieve, quote, format, and display statutory sections, subsections, legislative histories, and citation graph relationships to Licensee’s end users, customers, and clients as part of Licensee’s applications, legal research tools, or analytical reports.
3. Evaluation License for Public Sample Showcases
Keystone provides complimentary sample slices (such as Title 1 / Chapter 1 / Title 25 sample archives hosted on samples.keystonelegaldata.com, Hugging Face, GitHub, and Databricks Marketplace free sample listings) under a non-exclusive, royalty-free evaluation license. You may freely download, inspect, validate against W3C XSD schemas, and benchmark these sample slices to evaluate Keystone’s data engineering quality prior to commercial acquisition.
4. Restrictions on Standalone Bulk Redistribution
While Licensee enjoys broad rights to embed, index, train models on, and serve statutory outputs through Licensee’s own software and AI systems, Licensee shall not:
- Resell, sublicense, publish, mirror, or redistribute the standalone bulk Keystone archive files (
*.tar.gz), Gold Parquet tables (sections.parquet,subsections.parquet,edges.parquet), or bulk Silver OASIS Akoma Ntoso 3.0 XML directory trees to third parties as a raw dataset or competing statutory data feed without Keystone’s prior written consent; or - Misrepresent Keystone’s cryptographic SHA-256 manifests or remove Keystone provenance metadata when citing or auditing the licensed archives.
5. Intellectual Property & Government Edicts Provenance
Keystone and Licensee acknowledge that official enacted federal, state, and territorial statutory text is in the public domain under the United States Supreme Court’s government edicts doctrine (Georgia v. Public.Resource.Org, Inc., 590 U.S. 255). Keystone claims no copyright over raw government edicts of law. The license fee and intellectual property rights governed by this Agreement apply to Keystone’s proprietary engineering compilation, deterministic OASIS Akoma Ntoso 3.0 XML structural normalization, hierarchical subsection shredding, resolved citation graph topologies, third-party annotation hygiene filtering, and cryptographic chain-of-custody manifests.
6. No Legal Advice & Point-in-Time Snapshot Nature
Keystone Data Services LLC is a legal data engineering company, not a law firm, and does not provide legal advice or legal representation. Each dataset release represents a point-in-time statutory snapshot as published by the respective official legislative authority as of the stated snapshot date. Statutory laws are subject to ongoing legislative amendment, repeal, and judicial interpretation; Licensee and its end users remain solely responsible for verifying current legal authority where formal legal counsel is required.
7. Warranty Disclaimer & Limitation of Liability
EXCEPT AS EXPRESSLY VERIFIED BY THE INCLUDED SHA-256 CRYPTOGRAPHIC MANIFESTS AND W3C XSD SCHEMA VALIDATION SEALS, THE DATASETS AND WEBSITE ARE PROVIDED “AS IS” AND “AS AVAILABLE” WITHOUT WARRANTIES OF ANY KIND, WHETHER EXPRESS, IMPLIED, OR STATUTORY, INCLUDING IMPLIED WARRANTIES OF MERCHANTABILITY OR FITNESS FOR A PARTICULAR PURPOSE. IN NO EVENT SHALL KEYSTONE DATA SERVICES LLC BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, OR FOR ANY CLAIM EXCEEDING THE TOTAL AMOUNT PAID BY LICENSEE TO KEYSTONE FOR THE APPLICABLE DATASET EDITION DURING THE TWELVE (12) MONTHS PRECEDING THE CLAIM.
8. Governing Law & Contact Information
This Agreement shall be governed by and construed in accordance with the laws of the State of Arizona, without regard to conflict-of-law principles. Any dispute arising under this Agreement shall be subject to the exclusive jurisdiction of the state and federal courts serving Yuma County, Arizona.
