Privacy Policy & Dataset Governance
Effective Date: October 1, 2026 • Entity: Keystone Data Services LLC (d/b/a Keystone Legal Data)
1. Overview & Scope
Keystone Data Services LLC, doing business as Keystone Legal Data (“Keystone,” “we,” “us,” or “our”), headquartered in Yuma, Arizona, respects your privacy and is committed to transparent data practices. This Privacy Policy explains how we handle information in connection with (a) our commercial statutory datasets distributed directly or through cloud marketplaces (including Databricks Marketplace, Hugging Face, and GitHub), and (b) visitors and enterprise customers interacting with https://keystonelegaldata.com.
2. Zero Personal Identifiable Information (PII) in Keystone Datasets
Keystone’s statutory datasets—including all Bronze raw legislative archives, Silver OASIS Akoma Ntoso 3.0 XML files, and Gold Apache Parquet tables across all 57 US federal, state, district, and territorial jurisdictions—consist exclusively of official enacted public statutes and legislative structural metadata.
- No Consumer or Individual PII: Our datasets do not contain consumer records, personal contact lists, financial account numbers, protected health information (PHI), biometric identifiers, or user behavioral telemetry.
- Public Domain Legislative Source Provenance: All statutory text originates from official US federal, state, and territorial legislative publishing authorities and is governed by the US Supreme Court’s government edicts doctrine (Georgia v. Public.Resource.Org, Inc., 590 U.S. 255).
3. Information Collected From Business Customers & Website Visitors
We collect only the minimum business contact and billing information required to fulfill commercial dataset licenses, respond to enterprise inquiries, and maintain security:
- Commercial Checkout & Invoicing: When you purchase a dataset license via Stripe Checkout, purchase order, wire transfer, or a cloud data marketplace (such as Databricks Marketplace), we receive your business name, billing contact name, corporate email address, billing address, and transaction confirmation so we can provision your cryptographically signed archive download links and license documentation. Payment card numbers are processed directly by Stripe, Inc. and are never stored on Keystone servers.
- Direct Inquiries & Marketplace Requests: If you contact us via email (
info@keystonelegaldata.com), telephone, or a cloud marketplace “Request Data” form, we use your contact details solely to respond to your inquiry, provide technical support, or fulfill your dataset order. - Infrastructure & CDN Logs: Our static website and sample object storage are served via Cloudflare. Standard, non-identifying HTTP request logs (such as IP address, user-agent string, and requested URL) are processed automatically at the network edge for DDoS mitigation, security, and aggregate bandwidth accounting. We do not use third-party advertising trackers or cross-site behavioral cookies.
4. How We Use & Share Business Information
Keystone never sells, rents, or trades customer contact lists or business inquiry information to third-party data brokers or advertisers. We disclose business contact or transaction information only:
- To infrastructure and payment processors strictly necessary to complete your transaction and deliver your licensed archives (e.g., Stripe for payment processing and Cloudflare R2 for encrypted dataset delivery);
- To partner cloud marketplaces (such as Databricks Marketplace) when you initiate a dataset request through their platform; or
- When required by applicable law, subpoena, or valid legal process.
5. Data Security & Retention
All website traffic, sample downloads, and commercial dataset deliveries are encrypted in transit using TLS 1.2/1.3 (HTTPS), and every dataset archive is accompanied by a deterministic SHA-256 cryptographic manifest. We retain commercial license and invoice records for standard tax, accounting, and license verification purposes.
6. Your Privacy Rights & Contact Information
Business contacts may request access to, correction of, or deletion of their business contact information at any time (subject to mandatory tax and commercial license recordkeeping requirements) by contacting us at:
